PAN is seeking a dynamic person to fill the Research and Evaluation Specialist position. This is an exciting leadership position that provides a balance between “desk work” and “people work” enabling the candidate to build frameworks and data collection tools, supporting analysis and knowledge mobilization, but also working directly with community members and key partners. This position will provide leadership support to a number of research and evaluation projects held by PAN including the Making it Work community-based research study, the Organizational Stigma Assessment Cycle, and fee-for-service evaluation projects. This position plays a key role contributing to the creation of a provincial culture that prioritizes continuous learning and ongoing skills-building related to community-based and participatory approaches to evaluation and research.

The Research and Evaluation Specialist will work in partnership with the Director of Research and Evaluation at PAN and PAN’s Research and Evaluation Operations Team.

Duties and Responsibilities:

Working closely with the Director of Research and Evaluation this position will:

1. Provide leadership and technical support to PAN’s research and evaluation projects including the Making it Work study, the Organizational Stigma Assessment Cycle, and other fee-for-service evaluation projects.
2. Manage research and evaluation project work plans and contracts.
3. Support, through coaching and mentoring, other Research and Evaluation team members on research and evaluation technical and methodological aspects of their work.
4. Lead the development and implementation of research and evaluation plans, ethics applications, research tools, data collection, analysis and sharing of findings for PAN’s research projects in partnership with other PAN research and evaluation staff.
5. Design, develop, pilot, and revise tools, surveys, interview guides, and other materials required to conduct research and evaluation activities.
6. Lead and coordinate data collection.
7. Lead and coordinate data cleaning and analysis, and provide input on research and evaluation results and recommendations to project team members where appropriate.
8. Lead the development of presentations and reports (written and verbal) related to research and evaluation activities and projects in formats required by funders and/or tailored to the needs of fee-for-service clients.
9. Lead the develops academic knowledge mobilization products including papers and presentations for PAN’s research and evaluation projects.
10. Develop accessible data reports and knowledge mobilization tools, using data visualization tools and best practices.
11. Contribute to program development, business planning, and proposal writing to ensure sustainability for the Research and Evaluation Department at PAN.
12. Provide research and evaluation support and capacity-building to and in partnership with PAN’s members and allies (many of whom are community-based organizations) within BC; this may include developing trainings or capacity-building tools, assisting with the creation of evaluation frameworks or research proposals and data collection tools, and supporting data analysis and knowledge translation/mobilization.
13. Model and promote community-based and participatory approaches to research and evaluation and the embodiment of GIPA/MEPA, Nothing About Us, Without Us, a commitment to the calls for action in the Truth and Reconciliation Commission including cultural safety and humility principles in evaluation.
14. Maintain confidential records and files.
15. Review and edit reports and other correspondence for the PAN Board of Directors, CIHR, Vancouver Foundation, other funders, membership and other key stakeholders as required.
16. Perform other duties and special projects identified that reflect both organizational need as well as employee interests.

 

Qualifications:

• Master’s level education (or equivalent work experience) in a related field
• Minimum two to three years of experience leading and managing research and evaluation projects in public health, community-based health sectors, or other health and social determinants of health sectors
• Experience or knowledge of how to build a developmental evaluation plan and/or a realist evaluation analysis plan
• Excellent organizational and time management skills
• Someone who takes initiative, is forward-looking, and is solution-focused
• Excellent communication, presentation, and writing skills (including but not limited to report writing)
• Excellent interpersonal, coordination and facilitation skills
• Ability to work independently and within a team
• Experience or familiarity in mixed methods and shared measurement frameworks
• Quantitative and qualitative data analysis skills
• Experience with software packages such as Tableau, Quirkos, data analysis and visualization on Excel would be ideal
