Evaluation is an important part of PAN’s work. PAN works to facilitate, support and build evaluation capacity and learning-driven culture to help address HIV, hepatitis C, and related issues in BC and across Canada. PAN uses a participatory and community-based evaluation framework. In other words, we work to build strong partnerships with key stakeholders, including people with lived experiences, community-based organizations, health system decision-makers and academics across the HIV and hepatitis C sectors.
We provide the following services to our members and other communities in BC:
- Evaluation capacity building – Do you want to learn more about evaluation? PAN can assist you in building tools and learning opportunities for people and organizations who want to learn more about evaluation.
- Evaluation support – Is your organization interested in conducting an evaluation project but doesn’t know where to start? Contact PAN to discuss potential support for the planning and implementation of your organization’s evaluation projects.
- Shared Measurement – Are you excited by shared indicators for evaluation? PAN is committed to the development and application of shared and common evaluation indicators for the community-based HIV and hepatitis C sectors in BC. This project was initiated through the CHERT and we developed Shared Measures for Community Organizations Addressing HIV & Hepatitis C in collaboration with the Provincial Health Services Authority (PHSA).
PAN Evaluation Projects:
PAN leads and supports a number of community-based evaluation initiatives. These include:

- PLDI Impact Evaluation Project: The Community-Based Research and Evaluation Team at PAN has supported the PLDI Team to conduct a participatory, impact evaluation of PLDI. The work was supported by a Steering Committee made up of PLDI grads, trainers, stakeholders and staff, and was led by a team of four Peer Evaluators. - Shared Measurement and Evaluation Support to Health Authorities: In promoting a culture of evidence-based practice and evaluation, PAN encourages the adoption of shared measurement tools to track the impact of our sector’s collective efforts responding to HIV, hepatitis C and related conditions. PAN has worked in partnership with the Provincial Health Services Authority (PHSA) under its newly created Collective Impact Network, as well as Northern Health and Interior Health to build shared measurement frameworks and collect data using a set of common measures for community-based HIV and hepatitis C services. PAN is excited about this movement towards systematically evaluating and consistently monitoring the sector’s achievement of common goals.
- Exploring Evaluation Webinar Series: PAN invited frontline community-based organizations, health authorities and professional evaluators to develop this 3-part pilot webinar series. The overall goal was to challenge the idea that evaluation is only for reporting to funders, to build a culture of learning, and provide tools and strategies for participants to make evaluation more accessible. - Evaluation Flipped Workshop – Evaluate This 2017!: Hosted in partnership with REACH, the flipped workshop allows participants to work independently on their own projects and to interact virtually with other teams and instructors to discuss what they are learning. Our purpose in using a flipped workshop is to give participants more opportunity to learn through hands-on experience, over time, in time-flexible ways while tailoring our instruction, content and delivery to their needs.
- Individual CBO Evaluation Support: Interested in conducting a program evaluation but not sure how or where to start? Curious about how you can tell if your program is having a positive impact on your participants? Needing to demonstrate program outcomes and results using rigorous program science? PAN supports community-based organizations by providing evaluation capacity- and skills-building to facilitate and grow participatory and community-based evaluation work in organizations that address HIV, hepatitis C and related issues in British Columbia.
