The BC CDC is looking for a Manager, Special Projects

Temporary Full Time (Until February 2019)

Reporting to the Chief Operating Officer, the Manager, Special Projects leads various initiatives including assuming the leadership, financial, HR and operational responsibility and accountability for projects as delegated by the COO for designated programs/services within the BC Centre for Disease Control (BCCDC) and/or throughout the Provincial Health Services Authority (PHSA).  Ensures that initiatives are completed on time and on budget, as described in the project plan. Works with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation, effective communication of corporate visions, and ensuring the culture is one in which individual competencies can thrive.  May provide leadership, management, guidance and support to designated staff.  Projects may involve process improvement and work redesign, productivity review/staff deployment and the provision of strategic information to support those processes.  Findings and recommendations have a direct financial and staff resources impact. Communicates with all levels of staff and management within the BCCDC and/or across PHSA to facilitate consensus, consult, negotiate and share information.  Liaises with consultants, vendors and other health care entities and other external agencies to negotiate contracts for the provision of goods and services.  The Manager, Special Projects requires the ability to exercise independent judgment in facilitating decisions and communications. Flexibility is required in order to respond to program and strategic priorities. The Project Manager provides data and information relied upon by decision makers in allocating funds within multi-million dollar programs.

 

Duties/Accountabilities

  • Applies project methodology to strategic and operational initiatives including identification and engagement of key stakeholders, development of detailed project charters, plans, and objectives, timelines and project deliverables.
  • Leads and /or supports execution of initiatives following project methodologies, ensures successful and coordinated completion of initiative components, facilitates consensus with stakeholders as needed, and ensures readiness for project implementation.
  • Tracks initiative progress according to project plan, monitors and reports on the status of projects and major issues/obstacles encountered. Makes recommendations regarding scope changes.
  • Implements and/or contributes to the implementation of effective processes to assess initiative risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
  • Participates in development and monitoring of associated budgets within the context of operational demands and environmental and resource constraints and uses best utilization methods to thoroughly monitor and adhere to allocated budgets.
  • Provides leadership to initiatives, maintains ongoing support for initiatives from project sponsors and user groups, keeps stakeholders aware of project status and ensures effective communication channels are in place.
  • Participates in establishment of project team by gathering input from stakeholders, identifying needs and skills required, making staffing recommendations and/or decisions.
  • Provides leadership and direction to project team members, conveys policies and priorities, coordinates work and ensures issues are resolved or escalated to ensure project deliverables and timelines are met.
  • Acquires and analyze data related to emerging operational and strategic issues for BCCDC and public health to provide accurate and timely information to guide BCCDC / public health interventions and policy.
  • Designs conducts interprets and reports on studies in relation to a variety of public health programs, ensuring outcomes appropriately inform decision-making. Collaborates with external and internal partners to better understand their needs and to gain support. Researches and develops tools, templates and techniques for effective management of studies. Collaborates with investigators and other partners external to the BCCDC in developing and completing analyses and/or evaluations.
  • Leads and participates in quality initiatives such as imPROVE.
  • Develops recommendations and policy advice by providing reports to the Chief Operating Officer.

 

Qualifications

A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline with at least five (5) years of recent related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.

Superior analytical, problem-solving and system analysis skills including the ability to resolve complex issues and synthesize related data/information and present information in concise meaningful ways. Ability to direct complex and customized queries and reports.  Ability to function in a self-directed manner.  Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community. Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.  Excellent time management skills.  Demonstrated ability to anticipate and respond to the needs of stakeholders supported by an acute awareness of the impact of actions. Ability to handle multiple concurrent tasks. Considerable data and statistical problem-solving ability and judgment are required.
