Status: Part-time – 0.6 FTE

Salary Range: $25,000 – $35,000 commensurate with experience

Reports To:  Director of Evaluation and Community-Based Research

PAN is hiring an Evaluation Coordinator, with strong data analytics skills, to support the development of evaluation components relating to a new Provincial Collective Impact Network, and to support other evaluation projects within the organization.

About The Pacific AIDS Network and the Provincial Collective Impact Network

The Pacific AIDS Network (PAN) works collaboratively to build the capacity and skills of our 50+ member organizations and people with lived experience, to effectively address HIV/AIDS, hepatitis C and related conditions. PAN does this by facilitating communication, providing opportunities for involvement in community based research and the sharing of best-practices, and providing professional/workforce development and leadership training to our members and people living with HIV/AIDS from throughout BC. PAN acts as a voice for the community-based response, undertaking collective action to influence public perceptions and policies.

Working in partnership with the Provincial Health Services Authority (PHSA), PAN is undertaking a new Collective Impact initiative, to support collective efforts and building capacity for HIV and HCV prevention, testing, care and treatment in BC.  As the backbone organization for this Collective Impact initiative, PAN will facilitate the identification of, a shared vision and goals, and the alignment of activities and work amongst the collective members. 

PAN will also support the establishment of shared measurement practices, and help to contribute to the creation of a provincial culture and will of meaningful engagement and continuous learning.  This will help to evolve and improve collective impact within the community. Lastly, PAN will work to engage decision-makers and influencers to advance policy change and mobilize resources for the collective.

In order to monitor and evaluate the impact of this process, PAN will develop a Collective Impact evaluation framework, using a participatory process that engages the Steering Committee, work groups, backbone support staff, PHSA, and other key stakeholders within the Collective. Data collected to support this evaluation will come from a variety of sources, such as surveys, interviews, document reviews, and will include both quantitative and qualitative data.

In addition to working on the Collective Impact evaluation, the Evaluation Coordinator will support other evaluation projects, programs or evaluation capacity- or skills-building needs within the organization.

DUTIES AND RESPONSIBILITIES

Work closely with the Director of Evaluation and Community-Based Research:

  1. Develop, in partnership with members of the Collective, a comprehensive shared measurement framework
  2. Develop additional evaluation framework and plans as needed to support the work of the Collective Impact Network
  3. Identify participatory evaluation methods and approaches and incorporate them into the evaluation process so as to guarantee the meaningful engagement of all Collective Impact stakeholders
  4. Coordinate the establishment of shared measurement activities and indicators to monitor the progress of the Collective Impact Network
  5. Develop a shared measurement platform for collecting data and support regular data analysis of common measures
  6. Collect and analyze all evaluation data
  7. Support the development of accessible data reports and knowledge mobilization tools, using data visualization tools and best practices
  8. Support regular data parties, or sharing data back to the larger Collective for input and action planning
  9. Support evaluation capacity and skill-building among PAN’s members and stakeholders
  10. Support a culture of learning within PAN and across the Collective Impact Network
  11. Support other evaluation activities at PAN
  12. Other duties as required

QUALIFICATIONS

  1. Minimum academic qualification of a Bachelor’s degree in a related field or three years equivalent work experience
  2. Knowledge and/or prior experience in Collective Impact, HIV and/or HCV, and participatory evaluation approach and framework
  3. Planning and organizational skills
  4. Strong written and verbal communication skills
  5. High level of critical and strategic thinking
  6. Research, evaluation and methods skills relevant to the development of data collection tools and data analysis
  7. Teamwork and collaboration skills
  8. Creativity and innovation
  9. Enthusiasm for learning and respect for diversity
  10. Self-started, ability to develop new ideas and take the lead on new projects
  11. Ability to work as part of a diverse team, to be a team-player and to communicate needs and challenges in a constructive and respectful way
  12. Proficiency in Microsoft Word and Excel, data analysis software (both quantitative and qualitative), etc.
